What is the meaning behind dark sunglasses?

I see many people driving nice SUV’s, Pickups, Trucks, etc. They all wear dark sunglasses. Windows tinted. They follow me everywhere.
What does this mean? There are 250 to 300 of them.
I’m not high either..
It’s sunny outside?
